This is normal for the start of the league.
There are always 3 Syndicate members not on the board. When you finish a Betrayal encounter, sometimes the Syndicate members offer to leave the Syndicate, or to remove someone else. When that happens, one of the 3 Syndicate members not on the board is moved in at random. Rin and It That Fled are also not on the board at league start. |
