Inner Conviction not interacting with Kinetic Blast

With Full power charges adding or removing inner conviction makes no change to damage on Kenetic Blast

Kenetic blast scales with spell damage and should increase damage with the 3% More spell damage from Inner Conviction

I have tested on different characters, removed all gear and items for no other interactions and confirmed I am at max power charges.

It doesn't scale with all modifiers to spell damage, only certain ones.

The modifier on Kinetic Blast specifies "Increases and Reductions". More functions differently from Increased, and Less functions differently from Reduced.
