Kirac's mission window not appearing from Kirac or the map device

I did one Kirac Atlas mission (a white one in Terrace) yesterday evening (EDT) of maybe 6 or 8 he had available. Since completing that mission, any time I open his dialog and click Atlas Missions (which is blue), his dialog just goes away as if I'd clicked "Goodbye" instead of displaying his mission selector. When I click the "Kirac Missions" button on the map device, I get the "click" sound effect and the button does the "pressed" animation, but nothing else happens. Next to the Kirac Missions button, the numbers are: white = 0, yellow = 1, red = 0. What gives? Am I only allowed to do one mission per "day" where "day" resets at (my guess) midnight UTC/GMT? And what happened to all the other white missions that I didn't do?

You had only one white mission. You are offered a choice of several maps with different tasks, you can choose only one of them.
To access yellow missions, you need to complete the yellow (T6-10) map (similarly with red ones).

I'm positive there was more than 1 map token available on the white map tab. Are you saying I can only do one mission from a given tier per... day? As in I can do at most 3 per day - 1 white, 1 yellow, and 1 red - even if he has more than 1 of each available?

So then why would I see so many missions, complete 1 white mission, then have zero white missions left? And if the display next to the Kirac Missions button on my map device shows 1 yellow mission, why does that button not display the Kirac Missions window?

Feels like either a bug (lucky me!) or a missing error message.

The number of maps available to choose from for your mission is completely unrelated to the number of missions you have left, and can change when you use Scouting Reports.

You could stock up on 100 missions, and still only see 6 maps available to choose from. You could also be down to your last mission, and see 8 map options--and then use a Comprehensive Scouting Report to have 16 new options to choose from instead.

This part has an error message, but due to a design oversight/bug, you can't see it if you cannot run a mission. You'll only see it if you have White missions available, open the mission window, and select the Yellow mission tab.

As mentioned by seaman earlier, you have to complete a Yellow tier map before you can access Yellow tier missions.

Before they removed missions for the other Masters in exchange for increasing the chance to get them in maps on the Atlas passive tree, players would get an extra mission for each Master every day they logged in.

Now, you can only get more missions by running maps (run White tier maps for White missions, etc). There is a chance to gain a mission on map completion; this chance can be increased via Atlas passives, though not to 100%.

You can also get a few missions with progress in Kirac's Vault, which is how you have a Yellow mission despite not running Yellow maps yet.
