Is using a secondary addon to track skill cooldown bannable?

just what the title says i recently seen a video where someone was using what was a addon to track skill cooldown displayed ontop character in the center of the screen is this bannable?

general answer is going to be don't use addons, period.

Even if they are technically ok(just now) they may not remain that way, so they are not going to end up getting caught out by saying something is ok (at the time) but then changes to not be ok.
