Explain to me how to report blatant RMTers

Here in Global 6 (the best global chat) we've had a blatantly self-reported RMTer running around unbanned ALL LEAGUE.
His initial POB was a 5 mirror amulet, 20c boots/gloves/helmet, and FOUR corrupted blood immune jewels. I've exposed 3 other RMTers between poe1 and poe2, and not a single one of them has been this blatant. Can't do maps, can't ping a pilfering ring, nothing. The entire might of global 6 has been on him for MONTHS and nothing has happened. Please explain how we are supposed get rid of these losers when the GMs are LITERALLY asleep in the face of an entire global chat shining a light on this guy.
