Simple change to 'fix towers' to consider

* Towers affect all maps in their biome
* Always x towers in each biome
* Introduce some resource to jump from tower to tower
* maybe from irradiated bosses -> natural progression
* larger biomes, more maps -> control preparation:execution ratio

Now tower is gamified map device slot. Can add 'biomes have additional tower' later.

Add boss to tower -> tower rushing = maven witness rushing -> exploring atlas
Gives players control by choosing biome. Can match league mechanic to layouts.

No overlapping solves juice fomo. Eventual tower hopping by sustaining new resource solves forced low juice content.

So kinda make "Quadrants" and every Quadrants has the same amount of towers and same amount of size ?
Yes. Where "quadrant" is a much larger biome.
Total number of maps within probably has to be somewhat random due to stuff like water.
