Low FPS on latest Nvidia Drivers (581.15)

Hey GGG,

I've had to roll back to nvidia drivers 580.97 for my 3080. Latest drivers put me down to sub 30fps with frame generation of about 30-40ms.

I'd deleted my shader caches and on two occasions i managed to restore my fps by either a combination of flushing all my shader caches and/or tweaking other settings. However, restarting PoE2 after a fix my FPS dropped again. Flushing my shader caches was not a consistently reproducible fix.

Rolling back my drivers has fixed the issue however.
