Apex of the Moment debuff not applying

Hi,

I don't know if the skill isn't working or if just the debuff isn't showing. I have blasphemy with temporal chains equipped and the notable that hinders on curse, so I don't know if there is an interaction with that that could possibly be preventing the debuff from being applied or showing.

An update,

I disabled blasphemy and zoned back into a new map and Apex of the Moment didn't work at all by itself. It may be just completely bugged instead of having a weird interaction with another slow.

Apex of the Moment is still not working after the new patch.

It still does not work. I started a chronomancer and after the first trial, the first 2 points into Chronomancer I chose Apex of the moment without any other notable or aura. There is no indication on the monsters that they are slowed and also move like they are not slowed. I respeced and placed my points into something else, until this is, hopefully fixed.

It somehow procs your own slow charm when you enter a map, but thats about it.
