Heart of Ice/Whispering ice bugged

The skill Heart of Ice does not deal any damage and no chill is applied when the Whispering Ice staff is equipped .

+1, it slows\chills enemies, but seems not immediately. Does no damage, even though the tooltip of the skill actually shows the damage it suppose to do. Overall, completely beautiful and yet completely broken item.

Probaly, aura needs fix, damage maybe has to be tuned down but applied at least.

Same if Whispering Ice is equipped in off hand and after using Icestorm, staff is unusable. Both skills are not working, Icestorm cant be even put on skill bar. Unequipping and putting it back will bug widow and only say with really big font "This information is currently unavailable"

Not a bug, heart of ice doesn't do damage, it chills "as if" doing X cold damage, read the tooltip. Old incinerate worked via fake hits too. As for unusually low aura update frequency, it is likely to prevent abuse spam of ice storm from renewed free chills. They already gutted similar interaction with hexblast+blasphemy, although thankfully not by ruining blashphemy's update rate.
