Dialla's Desire support gem doesnt properly support skills granted by items

Dialla's Desire, when supporting skills granted by items, does not increase the skills Quality.

It does increase the level of the skill, (without showing "+1 level from support" on the tooltip) increasing the dps as expected which is reflected by the dps tooltip.

Tested on Volatile Dead granted by Enezun's Charge and Sigil of Power granted by Chiming Staff.
