Pause/Panel Mode Adjustments

Please move the "Passives" and "Quests" tabs to the far left and far right of the Panel menu. They screen transition and cause the screen to blacken and load for a moment. The menus that do not cause screen transitions should be next to each other so the player can seamlessly scroll between them.
