Ability unusable on weapon swapping until skill gem taken off and put back on

This actually happened yesterday. on the Jade Isle secret map thing. Set up skills for weapon swap 1 + 2 for the first time. Same weapon (marohi erqi) in both slots. Put all attack speed nodes on weapon slot 2 skills. No attack speed on weapon slot 1 skill. Lost the ability to use stampede (weapon slot 2 skill) until I took the skill gem off and put it back on. Not sure what caused it. Possibly rolling around a lot and switching between skills on weapon slot 1 and 2. Weapon slot 1 skill is Rolling slam.

This happens VERY frequently in multiplayer maps. Sometimes multiple times a map. Stopped playing the character in multiplayer because it is so annoying. Happens in single player as well, but much less often.
