Combat Frenzy + Tempest Bell no more generate charges

After 0.3.0c patch i noticed that Combat Frenzy no more generate charges when you freeze a Tempest Bell. Is it intended change? Why it's not in the patch notes then?

They have removed this feature. Sad, but that is the current state. A deep loss I mourn every day.
