Killjoy unique gloves and rarity

Hello!

I have a question about Killjoy unique gloves and rarity on slain monsters...

The gloves say "On kill effects happen twice" and i have "slain monsters rarity modifier is 100%" on my skills, does the gloves double the item rarity ?
