Slow on Hit effects really need to be toned down.

What in god's name is up with all the slow on hit effects. I have nothing in my passive tree that says when I'm hit I get slowed, but for some reason when I am in a map I get slowed as if I have been affected by Temporal Chains even when there isn't an affix on the map that mentions anything about temporal chains or slow on hit. It also doesn't matter what kind of hit I take, be it ranged or melee I get slowed to a crawl making it exceedingly difficult to avoid enemies or their attacks.

EDIT: I feel it worth noting this happens on all enemy types, normal, magic, rare, unique.

There's definitely a bug somewhere.

Just a couple of hours ago I was in an Abyssal Depth, cleared the whole place, no more mobs, and for some reason I was moving like I got chilled permanently. Even my roll was like slow motion.

I exited the Depths which got me back my normal movement speed and roll speed. Then I entered the Depths and again I'm slowed, with the slow-mo rolling and movement.

The waystone I used doesn't even have any modifiers like Chilled Ground or Temporal Chains curse.

I restarted the game and entered the same Depths again, and movement speed was restored. So I can't reproduce it, but it was a very clear slow.
I have had this bug multiple times. When it happens the only way to fix it is leave the area, but it affects attacks, movement speed and rolls. It's like everything slows, I see more slowing than I do other DoT's.

What's actually even more weird is that this happened to a buddy of mine when we played co-op. I could SEE him being extremely slow. My own character was normal speed. We were doing the act 4 trial thing.
