Remove Movement Speed Penalty from Armour

Armour is in a better state with 0.3 but it does not standout as a superior or better archetype than evasion or energy shield. If you agree with that statement then I believe the next statement is fairly straight forward -- why does str armour incur penalties that other armours do not? Why do armour primary have to invest skill tree points to remove a debuff that adds no value to the game? I'm unaware of any downside to using pure dex or pure int gear .. so why does pure strength get an additional penalty?

The concept of movement speed impacted by armour feels like a relic that doesn't apply to this game. Armour already has requirements -- attributes -- and those attributes should be the barrier to usage not the meta around movement speed so just throw us a bone and remove the penalties.
