Weapon Swap Talents Points Without 2nd Weapon

Hello ,

Can we able to swap weapon talents (24 points ) without 2nd weapon equipped ? I'd like to spent 24 points to other place on talent tree for clearing map and 24 for bosses on X button. So please allow us to swap 24 points without 2ndary weapon required.
