Unid Tier items doesn't make sense

It doesn’t matter whether I find an item labeled as Tier 1 or Tier 5 — they can still have lower-tier rolls than indicated. Previously, the tier shown in the unidentified item’s name was the minimum tier, so the mods could only be that tier or better. But now it doesn’t seem to work that way. Is this intended?

Yes, tier 1 is the best.
But every one of them can still roll T7 mods. So it's bugged right now. It stopped working once they changed Tier 1 to be the best. I think they didn't do the same for these naming indicators.

T5 unidentified is the best, it has the best chance of rolling lower tier modifiers, it's not a guarantee of low but a high chance.
Tiered items are a bit backwards now.

Basically they do the same as they did before. They cut the modifier pool by the number of tiers they drop as.

So let's say a Mod has 12 tiers in total, a Tier5 rare item can only drop this mod as low as Tier 7.
If the item has a mod that has 6 or fewer tiers in total, then it will automatically roll a T1 mod.

Therefore, Tier5 is still the best drop.

Ah, that makes sense. I forgot that some affixes have way more tiers than others. But still - shouldn't Tier 1 be the best right now? As Tier 1 affixes are the highest.
