Waystones dropped by bosses only be +1 Tier after 0.3 Towers patch?

If you complete a map by killing all the rares, you are guaranteed a waystone, most likely the same tier. If you kill the boss you get a +1 Tier waystone.
Does this mean that when every map has a boss, you will only be guaranteed a +1 Tier waystone? How are you going to not be forced to run higher tiers because of lack of waystones? Especially now because the vendor sells only waystones of the tier of the max account waystone completion -1 tier. Last bumped on Sep 26, 2025, 2:38:18 PM

"I suspect normal bosses will give a waystone of the same tier. But the "hard" bosses that still get an icon on the map will give +1 |
