In 0.3.1, make towers drop RARE tablets

I think having towers drop regular tablets that are found as random and somewhat common drops from monsters is a bit underwhelming. Maybe have the tablet that drops when you complete a tower map be rare, with an extra mod (3 total) and have those mods a bit better than the ones you'd find on magic tablets
