Unable to Summon Skellies with Rattling Scepter (Pic)

I'm trying to figure out why Pain offering isn't working and well, I have no skeletons. :-) Any thoughts or ideas how to fix, or is my season a bust?

MOTHER F'er! It was my Ascendancy to Abyssal Lich that did it....
Leaving it here for others that may have the same problem.
