Overseer Tablet-added Powerful Map Boss can not benefit from Atlas Boss Passives

I just played a map with Overseer Table applied, I have the passive to add 1 level to map if it has a powerful Map Boss, but the map level is still 79 (T15 Waystone), meaning the map with a Table-added Powerful Boss can not benefic from this Passive, I doubt the same issue with other BOss passives (added Rarity, Quantity, etc.)
If it's your intentional design that only Natual Powerful Boss can benefit from the passive (I can not believe this is intentional, this makes Overseer Table useless), pls tell me, if not, pls fix it ASAP! this is destroying the experience of boss fight. The yields of applying Oversser Tablets is already very funny compared to other tablets like Ritual and Breach, with this issue now Overseer Tablets becomes pure joke, you'd better remove it so we don't bother to see these garbage on the ground.

Just noticed the same issue. stopped using Overseer tablet for now.

edit: I'm not sure that normal bosses even become powerful with Overseer tablet. But I didn't explore topic thoughtfully just have impression that those bosses had fewer abilities.
