How to get higher tier waystones now other than reforging?

Before 0.3.1 you could get a higher tier waystone by killing a map boss. I killed a map boss after 0.3.1 and it didn't drop a higher tier waystone. How am I supposed to get higher tiers other than reforging or using the passive tree node?

they didn't always before just like now. It's not guaranteed that the boss drops a map. It functions the same

In 0.3.0c every time I did a map with a boss it dropped a waystone that was 1 tier higher than the one I used to open the map. Literally every time. Are you telling me I was lucky?

Only the powerful map bosses — the ones with icons on the atlas — behave like in the previous patch.
