Unable to use Mystery Box cosmetic on Bow & Quiver simultaneously

In the new mystery box, there are Goblin Shaman/Witchdoctor Weapon Skins. These include cosmetics for a Bow and Quiver. However, I can only apply the cosmetic to one at a time, since I get an "in use" popup after applying it to either item.

This mystery box does not allow duplicates, so I cannot obtain an additional Weapon Skin cosmetic. How are we supposed to use these matching skins together?

Click M for mtx, go to your "unlocked" mtx tab at the bottom, you can see that you can purchase a second copy of the same mtx for 50 points.

It's only the random box openings that won't give a duplicate.
