Perfect Orb of Aug min ilvl

the description of perfect orb of augmentation says minimum modifier level is 70. however for my ilvl 82 boots im rolling max life which is a max ilvl of 60. (im using perfect aug and annul on my ilvl 82 magic boots to hit t1 movement speed)

Check the tooltip on Minimum Modifier Level. A Mod cannot be excluded entirely and will roll its highest tier.
