Omen of Whittling Bug ?

"Increased Effect of Socketed Items T1" has mod lv1, you need to use with the omen that makes chaos orb only on prefix, so double omen.

If I have both Omens active, should he also reroll Accuracy Rating?
I have to ask, because I don't currently have an Omen for Prefix. |
