bugs about flask charge consumption?

2 things:

1. I have created a pathfinder using shattering concoction skill, i have more than 50% reduced charge used modifier, it doesn't affect the shattering concoction charge usage, it sticks with 5 charges all the time

2. i have 36% chance not to consume the charges modifier, which didn't work either, i have never had chance not to use flask charges when i use the skill.

when i enter map, i throw whatever amount of charges i have then i am done, the flask charges didn't fill up if there was no "elite"mobs killed, with this setting the concoction skill will never be able to do boss fight at all, even with gain 0.40 charges per second and 40% increased charge gain modifier

i am not sure if it's a intended settings or a bug, if it is intended please clarify, i will delete the character
