Skill gem balancing

That's it, that's all I wanted and I thought GGG said major skill rebalancing was coming a few weeks ago. The other tiny minor QOL stuff is OK I guess but not needed. Things can still be fine if the league mechanic is good but come on man, shake up the fricking meta a little bit.

I had something similar happen last week. If you're on DX11, try switching over to DirectX 12 (Beta) or Vulkan in the graphics settings. It sounds counter-intuitive since it's 'beta,' but for some reason, it handles the current league's asset loading way better and stopped the stuttering for me.
