Kingsmarch quests bugged

Hiya, I have two quests that aren't working, Kingsmarch Shipping and Kingsmarch Disenchanting.  It's says I have to talk to Tujen and Rog, I do that but they don't give me the option to talk to them about it.  I'm pretty sure it's bugged, it could go back to Exhibition league where they keep asking me to collect ancient Kalguuran Texts and that quest never resolved either.

It's frustrating because it means I can't collect dust to use the recombinator.

Please help.
