Poe2 Sacred flame/Rakiata's Flow

Hello there...
I really need to know how sacred flame and rakiata's flow work together, because I got contradictory information on this.
Some say sacred flames lowest resist comes first. So an enemy with e.g. -30/+30/+30 would be set to -30/-30/-30 first and rakiata would then invert that to +30/+30/+30, making the foe actually stronger. Or a 0/0/+30 would be set to 0/0/0 and rakiata would simply have no effect.
Others however told me, for flame or rakiata to count at all, the res must be other than zero, so a 0/0/+30 would stay at that after flame and rakiata would revert that to 0/0/-30.
Others tell me sacred flame doesn't do at all what it says cause it's bugged.
So, does anyone know for sure?
And what about map mods that give monsters +x% to all res? Is this added after or before flame/rakiata?

If an enemy has %20 fire %30 cold and %40 lightning resistances and you're dealing lightning damage:

enemy
/in your presence?
//a) Yes = %20 lightning resistance = -%0 with rakiata
//b) No = %40 lightning resistance = -%0 with rakiata

player
//wearing Leopold's gloves?
///a_0) -%20 with rakiata
///b_0) -%40 with rakiata
//using a penetration support gem?
///a_0_0) -%50 with rakiata
///b_0_0) -%50 with rakiata

I flattened the negative values, but there's such a thing as diminishing returns in Path of Exile, so they have to change if it exists in PoE2 too.

All depends how you're playing, for sacred flame to work you need mobs to enter your presence (4 meters standard) then they're debuffed with it and rakiata comes into play only when you hit the mob.

if you're ranged and kill everything from farther than 4 meters then sacred flame is useless because they dont even enter your presence to be debuffed, still a good pair tho because if the mob also has +%fire res
it gets negative with rakiata and sacred flame helps with gain damage as extra fire.

I'm using it with a unique mace/molten blast for the gained fire damage mainly and things die outside my presence so i cant notice to tell if it's bugged or not.

The second, because it only addresses the within-presence thing. I probably wasn't precise enough. Of course, my question was only about in-presence-fights, cause outside presence flame doesn't count at all.

Presence first. Then the rakiata by your "hit". But the thing is, you can't penetrate to the negative values without Leopold gloves as far as I know so it will be 0 res. Not many monsters have negative resistances by default so rakiata will always keep them at 0 res, again, without Leopold gloves.

Hey i do not know for sure but in my opinion it can only be like your first examples.
First sacred flame, then rakiatas. And yes, obviously they do not go well together. I really doubt that the res must be other than zero, that makes zero sense.

I dont know if sacred flame is bugged though.

map mods should definitely be before your items, how would that work otherwise with the being in presence condition?
