Minions mastery

New mastery "Minions have 20% increased cooldown recovery rate" doesn't work. I play holy relic of conviction and gem shows no changes.

I don't think it is visual. I should hit 30 breakpoint with this and I don't see any difference with damage. Tested in few placed and bosses.
