poe2： Raider: Unable to Restore Energy Shield

I play the Raider class. In the past two days, during combat gaps—specifically after I have cleared a map—a lightning effect always appears on my character, damaging my Energy Shield. This situation happens at least 3 to 4 times; in other words, even if I stand still, I cannot regenerate my Energy Shield. Most importantly, I am worried that this issue will affect my Buff stacking during combat.
