Notable Spray and pray Bug

Hi, today I noticed that while I have the notable Spray and pray which should increase my dps by 50%, it actually lowers them instead.
The very strange thing is that when I open the details of skills, all the elemental damages go up, but the dps goes down.
This happened after i changed some of my equipped items and before it worked fine.
Am I missing something, or it is just a bug?
