Maps in Map Device have 3 tier more

Hi all, i don't know if is the right section, when i but a map in a map device and i open it become a 3 tier more, why?
For example, if i put a tier 11, when i enter in map become a tier 14, why? Some atlas points? I try to see but i don't see nothing similar, i'm at the begin, so i don't hav too much points, someone can help me? Now i don't need this more 3 tier because i'm just starting. Thanks for help! Are you confusing this with PoE 2? In PoE 1, map lvl starts at 68 for T1. |

Aaaah!! Now i have understand! Because in Poe 2 a T1 have monster level 65 and in Po1 are 68! Thanks man!
