Genesis tree can not force sceptres to drop

For some reason I can not force sceptres to drop from genesis tree, I am lvl 97 on SSF and so far had no problems forcing any other item.
Used 5000% increased one handed melee weapon, 85% less dex and 300% more int and str requirement. In 15 provisioning wombgifts did not get a single sceptre.
In a desperate attempt I even tried switching to ranged weapons if it was coded weirdly but still no sceptres.

I've been having this issue since the 3.27.0c patch as well, where any of the tree passives that increase/reduce chances of item/attribute types simply are not respected. This also seems to apply to Graft types, which is making it really hard to get what I want with those, as well.
