atlas progression stuck; can't advance exarch/eater bars

not really even sure what happened, but for some reason my Exarch/Eater won't progress. I defeated the black star, and after that I could not get my maps to progress at all.
I tried swapping to Eater, but that hasn't done anything, and no matter what I do.

I read a few comments going back to 2023, and tried to run blank map (no frags, no scarabs) -> run exarch/eater influenced, but nothing happened.

my current status is:
- both exarch/eater are unlocked
- both of their completion bars remain blank no matter how many appropriately tiered red maps (t14-16) i run
- neither are interested in any maps below t14
- I have an incomplete memory frag event with Zana's brother; but nothing I've found so far says that would interfere with exarch/eater progress.
-I have 1 void stone activated; i got it from joining group play with someone who was fighting uber-elder. However I have not beaten the elder yet personally (maybe this is the problem?)
