Summon Reaper Bug with Multiple Types of Reapers

This is a bug somewhat tangent to thread 3551487.

When using Reaper of Revenants in conjunction with either Base Summon Reaper or the Eviscerating Alt Quality, it is impossible to use the Reaper command ability.

At the current moment summoning the Base or Eviscerating Reaper skill will only re-summon the minion over an over. It seems like 3551487 was fixed, but has now produced an issue where re-summoning a reaper is the only action the player does when attempting to command one.

I tried every variation / summoning sequence I could think of in order to find a way to finally command either the Base or Eviscerating Reaper but did not succeed.
