Latency Spike Issues

Since the beginning of the current season, I have been encountering significant network latency problems and as the season has gone on, they have gotten worse. The game will play normally, except that several times a minute, the network will appear to drop out for ~.5~6+ seconds, as shown on the in game performance graphs, and during this time, gameplay will completely freeze, and then "fast forward" to catch up after the fact, usually replaying my inputs during the dropout. During these dropouts, all other communication on the PC is normal. In fact, we have developed standard callouts for our voice channels to address them since they happen so often and even though the game is completely stopped for the affected party, the voice chat (Discord) remains unaffected.
I'm including all of the relevant debugging information I can think of in this post in hopes that someone has some clues. - To begin with, here (imgur link) is the an image of the in game latency chart. When looking at the full chart, there are no correlation between any other lines and the latency - The computer has no framerate issues running the game at full 4k with high graphics settings. (There are issues with the Delerium for rendering voxel-ish, but I suspect that is unrelated.) For all relevant testing here, the game quality has been set quite low. - PC specs " - Internet connection is Fiber 500/500 Mbps. Aside from gaming, this connection is regularly used (not during gaming sessions) by multiple folks for work from home and supports multiple simultaneous video calls with no issues. - Since this issue has been happening for months, it has persisted through multiple reboots of the system. - Windows, PoE2, and all drivers are up to date, and have been updated multiple times during the span of this issue. - This PC does not have any 3rd party antivirus. - I've run Steam's game file validation multiple times, and it has never appeared to find any issues. - Moving into the game space, I'm based in Florida, USA and have tried connecting to the DC, Texas, and Eastern Canada servers. All of them exhibit this issues, although, subjectively, the Canadian server seems slightly more reliable, despite being the further from me and having the highest base latency. - The `auto` and `predictive` network setting appear to have absolutely no impact on the issue. - Switching between Vulkan and DX, has had no notable impact on this issue. - The issue occurs in both single and multiplayer (duo) play. - I have recorded multiple TraceRTs during gameplay using WinMTR to different servers. I've removed addresses of the first three hops, which are all internal to my ISP, on these public pastes, but would be willing to provide them in a more private channel. - WinMTR to DC (pastebin link), which is the suggested server. - WinMTR to Texas(pastebin link) - The on disk logs contain thousands of copies of this error. The `action type id` and `skill_instance_id` are effectively always the same. " If there is any other information that may be helpful, I would be happy to provide it here, or in another channel. I'm getting horrendous latency spikes many times a day, reaching 30000 ms sometimes. My internet works just fine. This is driving me crazy. https://imgur.com/a/DPHyb9z |

This report seems to have fallen through the cracks. Any updates? Is any more information needed?

This is still happening in the new patch. What else can be done to help debug this issue?

I have this issue since 0.3 the only way I can play normal when I use vpn.

This has been an on and off problem with poe 1 and 2 for me since around a year ago. I've tried everything I can find, but the only solution seems to be log out and try again later.

This is still happening and seems to be getting worse as I get further into the season.

This is happening to me on PS5 as well, there are also numerous post on reddit about this happening to other. It was annoying before, but now its LITERALLY unplayable.
