'Rage 1' SG on 'Maul' Not Generating Rage

As title says, the 'Rage 1' support gem on the 'Maul' Bear talisman basic skill is not generating any rage.

I notice that when I attack on the bear the tattoos glow. Is that a visual indicator of rage? In which case, the issue may be that the Rage counter in the top left is not appearing.
