Shred not showing as a skill gem

Sherd is not shown as a skill gem in the skill window/ I cannot add sockets or quality. It shows the sword and axe symbol not the shred gem. It is in the top two skill slots as wet set I and II. The shred skill graphic is there but not the gem

Does the gems slots have to do with the level of the talisman?
