POE 2 0.4 skill gem bug

Im playing a plant based spellcaster and have equipped a plus 3 level all spell skill gem staff and have no displayed bonuses to gem levels, I swapped it out for a physical skill gems wand and still recieved no bonuses to any of my spells. I get a bonus to an essence drain skill gem from a plus 1 all gems focus and the staff skill gets a level but none of my other skills seem to be benefitting from said interactions. I dont know if its just me but i would appreciate some investigation into the issue.

I had a similar issue and 'fixed' it by getting more Intelligence. It seems the +levels also affect the stat requirements of the skill.
