Poe 2 - Unleash(skill) spam without cooldown interaction - Bug report

In Poe 2 the skill "Unleash" granted by the staff item base "Roaring staff"
is supposed to go on cooldown after empowering a skill or the buff timing out.

By using a second caster weapon that grants a spell skill that doesn't have a cooldown the cooldown part of unleash can be bypassed with the repeats of the next spell still occurring.

Findings:
If 1. "Unleash" is cast and then the other weapons granted spell the interaction/bug occurs (tested with "Freezing shards" and "Chaos bolt" and able to consistently recreate.)

Weapon swapping (with the bound key) and using a skill gem spell doesn't cause the bug.
forcing a weapon swap with "Sigil of power" (a weapon granted spell that doesn't consume unleash) and then a skill gem spell also doesn't cause the bug.
