Glorious Anticipation Prevents Glory Usage

Glory generation from the passive, "Glorious Anticipation", does not refresh the glory decay timer. This leads to awkward gameplay where your glory constantly bounces back and forth between 99% and 100% full.

This would be annoying by itself, but I believe that there may be a second issue with glory, where the decay timer doesn't seem to be refreshed if you perform an action that would generate glory while your glory is full.

This leaves you in a limbo state where you cannot refresh the glory decay timer, nor use your skills. After un-allocating Glorious Anticipation from my passive skill tree, I've noticed that my ability to use glory skills has dramatically increased.
