Bahlak, The Skyseer bugged when frozen

During maps I noticed if I damage Bahlak past the tornado form threshold while frozen the boss will turn into the tornado and then remain in its tornado forever while doing its normal moves. Melee cant do anything about it as the damage is too high.

Also seems to be when stunned as well
