My bear form keeps getting knocked down from one arrow or bird or quill or......

I have 1172 life and nodes on tree to raise my stun threshold. I also have the belt charm where it says I can't be stunned. I get knocked down constantly. It has to be a bug of some kind. I have played in all 4 seasons, played POE I, and have never seen anything like it. Thank you for your time.
