Thunderstorm suddenly not drenching anymore after equipping Nazir's Judgement

Unsure if this specific unique is what caused it, but currently my druid is completely unable to apply drenched anymore even after unequipping everything, removing all supports, relogging etc

Confirmed this is not just a visual thing (drenched debuff icon missing from enemies) by the fact it also stopped being able to shock with Shock Conduction II.

Having the same issue since the recent patch. Went to bed with a functioning build and then it took me 15mn today to figure out was I was suddenly zdps.
Thunderstorm is not drenching anymore, thus not shocking.

Edit: nevermind, in my case it's just the gem level is too low and there is a line saying it cannot drench enemy above a certain level.
