The Whispering Ice's Icestorm skill does not consume Ice crystals to shatter them

Reading the skills makes it sound like this combination should work but it does not. Ice crystals just says skills that consume freezes, does not specify anything about being from enemies or not (which I assume is the bug)

Steps to reproduce:
Equip The Whispering ice
Cast frost wall to get ice crystals
Cast icestorm while facing the ice crystals
Watch as no ice crystals are shattered and no icestorm bolts are empowered

In my opinion this reads like the combo should work, and if its intended not to ice crystals should specify they are not an enemy for effects that consume freeze.
