Why do nearly all usable Notables require the rarest Liquid Emotions?

Just going around the passive tree looking for something cheapish to instill as I'm just getting to maps, and nearly ever single useful notable I check requires Fear, Disgust or Isolation. It just seems like this really needs a rebalance.
