Yama the White cannot be frozen

I'm doing the yama the white fight and I froze him a couple times. Then right as I froze him I think he did a phase transition or something. Anyway, I can't freeze him anymore. I can chill and afflict him with elemental debuffs, but the meter to freeze him does not appear anymore.
