Calqiro, High Priest not building freeze

Calqiro, High Priest not building freeze

This guy spawned, first off, couldnt do any damage or hit him for a long time, had to dance around till i could damage him, then i could build freeze up, when to freeze and he went under ground, now i cant freeze him as it wont let me build up any freeze on him.

I play a frost werewolf, if i cant freeze its hard to do real damage.
